Dear all
Recently The Netherlands has ratified the IMO Hong Kong Convention for the safe and environmentally sound recycling of ships, following Belgium, Congo, Denmark, France, Norway, Panama and Turkey. The EU Ship Recycling Regulation which entered into force in 2013, and is implemented since 2019 is a framework for safe and sound ship recycling.


The EU Ship Recycling Regulation.


The EU Ship Recycling Regulation states that E.U. flagged ships would have to have an Inventory of Hazardous Materials (IHM) and be surveyed and recycled in line with the EU Regulation. It is mandating that all the end-of-life EU-flagged vessels should be recycled in yards that are on the European list of ship recycling facilities that are approved. Both the EU Regulation and the Hong Kong Convention for the safe and environmentally sound recycling of ships are important topics for ship owners, legislators, NGO’s and governmental organisations alike. In basis it must bring a fair level playing field for all the people involved; also those working in ship recycling; occupational health and the potentional risk for the environment are paramount.

Ship recycling and the potential risks


Ship recycling defacto also means ship breaking and ship demolition; without dismantling a ship it can’t be recycled tot its fullest potential. From the early 80’s ship owners sent their vessels to countries where the environmental and health and safety standards were lower than in the west. The ship recycling industry maximized profits for ship owners, as the demand for raw materials such as steel only increased. The new regulations brings clarity and awareness of potential risks for health and environment.
